Stephens (26) played college football at Cincinnati and signed with the New Orleans Saints as an undrafted free agent in 2018. He was most recently released from the Baltimore Ravens practice squad earlier this month.
This move comes as the Steelers lost practice squad cornerback Mark Gilbert this week to the Detroit Lions.
