There has been no word besides that it was "procedural" according to Mike Tomlin as to why Martavis Bryant wasn't allowed to participate in on field practices. That left us to believe that Bryant hadn't submitted his plan for treatment to the NFL yet.
ESPN's Jeremy Fowler provided us with this update this afternoon.
Martavis Bryant just walked out of a meeting hall with teammates. He can attend meetings and condition but can't be close to the field during practices while waiting for full NFL reinstatement. Bryant hopes to get final word in the next few days, as he's already outlined to the league his rehabilitation plan for the season.
NFLNetwork's Aditi Kinkhabwala also got a quick update on the situation from Bryant.
WR Martavis Bryant rode by on a cart, wearing a smile. I asked when we'd see him on th field. He said, "I'm close." #Steelers
